To further enhance the brand awareness and influence of HELI in African and international markets, and to support brand development and marketing activities in the East Africa region, HELI Middle East FZCO hereby invites qualified service providers to participate in the procurement of Ethiopia airport advertising agency services, in accordance with the Company’s procurement and project management policies.
I. Project Title
HELI Ethiopia Airport Advertising Placement Project
II. Scope of Procurement
This project covers HELI’s advertising placement and related execution services within airports in Ethiopia, including but not limited to:

Coordination of airport advertising media resources, media purchase, and confirmation of placement locations;

Production of advertising materials, logistics and transportation, installation, and routine maintenance;

Execution management and handling of onsite contingencies;
-
Monitoring of advertising placement, photo documentation, and performance reporting;

Other supporting services related to airport advertising execution.
III. Supplier Qualification Requirements

Possession of legal entity status with valid commercial registration;

Demonstrated experience in airport media advertising placement;

Good commercial reputation and demonstrated capacity to fulfill contractual obligations;

Ability to provide relevant project cases completed within the past three years;

Availability of a capable project execution team;

Commitment to comply with all applicable local laws and regulations.
IV. Quotation and Evaluation Method
Suppliers shall submit quotation documents, qualification certificates, project proposals, and other required files.
HELI Middle East FZCO will conduct a comprehensive evaluation based on:

Relevant experience,

Team capability,
-
Risk management measures.
V. Contract Terms and Service Period

The contract period shall correspond to the actual advertising placement duration;

Execution and progress reports shall be submitted as required.
