To further enhance the visibility and influence of the HELI brand in the Middle East and global markets, and to improve our overseas brand communication system, HELI Middle East FZCO is now inviting qualified service providers to participate in the public procurement process for brand promotion and digital media services, in accordance with the company’s procurement management regulations.

1. Project Title

HELI Middle East Brand Promotion and Digital Media Service Project

2. Scope of Services

The project scope primarily includes, but is not limited to, the following services:

  1. Brand content planning and production (including copywriting, visual design, short videos, etc.);
  2. Establishment and operation of overseas social media platforms (Facebook, Instagram, LinkedIn, etc.);
  3. Digital advertising management, fan growth strategies, and data analytics;
  4. Brand communication performance review and reporting (including monthly and quarterly reports);
  5. Other auxiliary services related to brand promotion.

3. Supplier Qualification Requirements

  1. Must be a legally registered entity with a valid business license;
  2. Proven experience in brand promotion, advertising design, and social media management;
  3. Good commercial reputation and reliable performance capability;
  4. Prior experience in similar projects within the past two years is preferred;
  5. Must comply with the laws and regulations of both the United Arab Emirates and the People’s Republic of China, and have no record of business misconduct.

4. Quotation and Evaluation Method

This procurement adopts a competitive inquiry and comparison approach. Suppliers shall submit a quotation package including a quotation sheet, service proposal, company qualifications, and relevant case studies. HELI Middle East will comprehensively evaluate submissions based on completeness, professionalism, service quality, and price rationality to select the most suitable partner.

5. Contract Terms and Cooperation Period

  1. Contract Period: One year. Upon selection, the successful bidder shall sign an annual service agreement with HELI Middle East, defining project objectives, service scope, deliverables, and performance evaluation criteria.
  2. Performance Review: During project execution, HELI Middle East will conduct performance evaluationsevery six months, reviewing service quality, data results, communication efficiency, and implementation improvements. If performance meets the standards, the contract will continue; if performance fails to meet standards for two consecutive review periods, HELI Middle East reserves the right to terminate or adjust the cooperation scope and fee structure.
  3. Data Review and Optimization: The supplier shall provide monthly data reports and biannual review reports, including post performance, fan growth, advertising results, and optimization suggestions. Both parties shall review and optimize the execution strategy based on data to ensure the achievement of overall objectives.

7. Result Announcement
