(FY 2026) – HELI MIDDLE EAST FZCO

I. Project Overview

HELI MIDDLE EAST FZCO was established in March 2022 as a subsidiary of the HELI Group in the Middle East. It is registered in the Jebel Ali Free Zone (JAFZA), Dubai, United Arab Emirates. The company’s core business includes the sales of forklifts and spare parts, as well as regional market service support, covering markets across the Middle East and Africa.

As part of HELI’s global expansion strategy, the company continues to strengthen its localized operations and enhance financial compliance and tax management capabilities to support sustainable business growth and cross-border compliance requirements.

To meet its financial and tax compliance needs, we are publicly inviting qualified service providers with relevant credentials and expertise to provide tax and financial agency services for the 2026 fiscal year.

II. Scope of Services

The scope of services includes, but is not limited to:

  1. 2026 Annual Audit Agency Services
  • Assist in completing the annual financial statement audit.
  • Issue audit reports and relevant management recommendations.
  1. 2025 Corporate Income Tax(CIT) Filing Services
  • Corporate income tax calculation.
  • Tax filing and related support.
  • Tax risk alerts and guidance.
  1. Transfer Pricing Disclosure Services
  • Benchmarking analysis.
  • Local file preparation.
  • Completion of transfer pricing disclosure forms.
  1. FTA System Maintenance and Update Services
  • Routine maintenance of the FTA system.
  • Adaptation to policy updates.
  • System issue support and optimization.
  1. Tax and Financial Consulting & Training Services
  • Daily tax and financial advisory support.
  • Policy interpretation.
  • Regular tax and finance training.

III. Supplier Qualification Requirements IV. Timeline

  1. Legally registered entity with relevant professional qualifications.
  2. Experience in tax and financial services in the Middle East (UAE preferred).
  3. Familiarity with local tax regulations and the FTA system.
  4. Strong industry reputation and service capability.
  5. A stable and professional service team.

IV. Timeline 

  1. Announcement period: April 13, 2026 – April 17, 2026.
  2. Deadline for submission of response documents: April 20, 2026 (inclusive).

V. Requirements for Submission VI. Evaluation Process

Suppliers are required to submit, including but not limited to, the following documents:

  1. Company profileand background.
  2. Copies of relevant professional licenses and certificates.
  3. Credentials/Track record of similar projects.
  4. Service proposal and implementation plan.
  5. Quotation proposal (itemized pricing).
  6. Project team composition and roles.
  7. Other supporting

VI. Evaluation Process

  1. The recruitment committee will open all submitted response documents in a unified manner.
  2. Evaluation will be conducted based on the following criteria: pricing, service proposal, service quality, and experience.
  3. Selection will be based on an internal comprehensive appraisal.
  4. Final selected supplier will be determined through evaluation voting.

VII. Result Announcement and Contract Signing

  1. Results will be announced following the completion of the evaluation.
  2. After the announcement period with no objections, a formal service contract will be signed with the selected supplier.
