To further enhance HELI’s brand visibility and influence in the Middle East and global markets, and to improve the company’s overseas brand communication system, HELI Middle East FZCO issued the Procurement Announcement for HELI Middle East Branding and Digital Media Services Project in October 2025.
After an open solicitation, comprehensive document review, and evaluation, the procurement results are hereby announced as follows:
1.Project Title
HELI Middle East Branding and Digital Media Services Project
2.Scope of Services
The project primarily includes, but is not limited to, the following services:
- Brand promotion content planning and production (including copywriting, visual assets, short videos, etc.);
- Establishment and operation of overseas social media platforms (Facebook, Instagram, LinkedIn, etc.);
- Digital advertising placement, follower growth, and data analysis;
- Brand communication performance review and data reporting (including monthly and semi-annual reports);
- Other supplementary services related to brand promotion.
3.Successful Bidder
Following a comprehensive evaluation by the company’s review committee, Two Three Marketing, headquartered in Dubai, UAE, demonstrated outstanding performance in proposal integrity, service capability, pricing rationality, and branding experience, and has been selected as the awarded service provider for this project.
Contract Amount: AED 228,500 (Twenty-Two Thousand Eight Hundred Fifty Dirhams).
4.Contract Period and Evaluation Mechanism
The project will be executed under an annual contract system with a semi-annual performance review and renewal mechanism. The awarded party shall submit performance and data analysis reports according to the agreed schedule. Both parties will jointly work toward achieving the overall brand development objectives through regular performance assessments and continuous improvement measures.
5.Announcement Statement
Upon receipt of this notice, please proceed with the following actions:
- Prepare relevant company documents within three working days, communicate with the contracting entity regarding contract terms, and complete the contract signing process;
- Arrange project initiation and related preparations as soon as possible to ensure smooth and timely execution.
This announcement shall take effect upon publication.
HELI Middle East FZCO reserves the right of final interpretation of this procurement result.
