To further strengthen the Company’s compliance management and legal risk prevention capabilities, HELI Middle East FZCO hereby invites qualified law firms to participate in an open request for quotation (RFQ) for the provision of annual legal counsel services for the year 2026.

- Service Period: From January 1, 2026 to December 31, 2026
- Scope of Services:
(1) Provide legal consultation services for the Company’s daily operations and management;
(2) Review and revise contracts, agreements, and other legal documents related to the Company’s business activities;
(3) Provide legal opinions on major business decisions, investments, and cooperation projects;
(4) Assist in handling legal matters related to employment, commercial cooperation, receivables and payables, and other business activities;
(5) Issue legal opinions, lawyer’s letters, and other legal documents as required;
(6) Conduct legal compliance training and legal awareness programs;
(7) Assist in handling domestic and international disputes and other legal matters. - Qualification Requirements:
(1) The bidder must be a duly established and legally operating law firm;
(2) The bidder must possess a good professional reputation and practice record, with no major violations of laws or regulations in the past three years;
(3) The bidder must have experience in cross-border legal services and be familiar with international trade, corporate governance, employment law, and related legal fields;
(4) The bidder must be capable of providing legal services in both Chinese and English;
(5) Other qualifications as required by applicable laws and regulations. - Contents of Quotation Submission:
(1) Law firm profile and a copy of the practicing license;
(2) Proposed service plan;
(3) Introduction of the service team and relevant experience;
(4) Quotation proposal;
(5) Other supporting documents deemed relevant. - Evaluation Criteria:
The Purchaser will evaluate submissions based on the principle of “comprehensive assessment and merit-based selection.” Factors including service proposal, team qualifications, experience in international legal services, response mechanism, and quotation will be considered in determining the successful bidder.
